Subject of Complaint :21 days gap required in 2 refil supply

Complaint Details : My Bharat gas consumer no.26976 Distributor name Sandesh Gas Agency Pimpri Pune. My latest refill booking ref.no.61962511 dtd. 21 Aug 2013. Based on consumption and immediate after cylinder finshsed booked to avoid problem due late supply of refill.
27 Aug 2013 delivery boy came to deliver refill but seeing earlier supply on dt 14 Aug he torn the recpt. and said 21 days gap needed. I wrote complaint online but no supply til date and order status shows C in status column dt 22 Aug. Which means after complint they cancelled my booking . I want to know is there any rule for 21 days gap. where can approach so that concern office in charge of gas co. and agency should have some penalty guide me
